#ith reference to Mayle's letter of the 2nd April which accompanied a copy of the statement about Hong Kong University to be made in the House on the 7th April by my Secretary of State, I now send, for your information, copies of our telegrams Nos. 638 and 639 to Hong Kong.

I also enclose a copy of our telegram No. 456 to Hong Kong which is referred to in telegram No. 638.

I am sending a copy of this letter and of its enclosures to Scarlett.
